THE ROLE OF OUR COURT AND COMPANY OFFICERS

The Court is the governing body of the Livery Company. It is made up of the Master, four Wardens, the Officers of the Company and at least 12 Assistants.

Our Master and Wardens are appointed annually at an Election Court. They are then installed at an Installation Court held each June. The Master and the Wardens lead the Court and the General Purposes Committee.

Past Masters (all of whom are listed here) play a significant role in the life of the Livery Company, supporting the Court and attending its meetings.

OUR CURRENT COURT

Master: Tony Scanlan
Tony was installed as Master of the Tobacco Pipe Makers & Tobacco Blenders in June 2025. He joined the Company in 2013, becoming a Liveryman in the same year, and was appointed to the Court in 2015. He has chaired both the Welfare and Membership Committees, served as a Trustee of the Benevolent Fund, and sits on the General Purposes Committee.

His international career in the tobacco industry began in Dubai in 1982 with Carreras Rothmans Ltd, from where he joined the parent company Rothmans International plc, working across the Middle East, the Horn of Africa, Greece, Ireland and Eastern Europe, culminating in a senior headquarters marketing role. After Rothmans merged with British American Tobacco, he moved to West Cork in Ireland to build a successful mobile‑credit distribution business, later acquired by local investors. In 2011 he entered the emerging vape industry, developing businesses in the UK, USA and EU. Today he advises organisations navigating complex commercial and regulatory landscapes and is a partner in a US investment fund supporting the rebuilding of Ukraine’s agricultural and energy sectors.

Tony and his wife Maggie live in western Crete, where they enjoy village life, their olive grove, and time with their children and grandchildren.

Senior Warden: Jacqueline Burrows
Jacqueline joined the Company in 2002 and was the first woman admitted by redemption. She was gowned with the Livery in 2004 and became a Court Assistant in 2007. A founder member of the Membership Committee she has also served two terms on the General Purposes Committee and is the Company’s Honorary Archivist.

Jacqueline is retired from a thirty-year senior career in global corporate affairs and corporate communications, including as Director of International Public Affairs with Rothmans International plc and similar roles with Imperial Tobacco plc. She has held ministerial and local public service appointments and has served as a Trustee of the Bath Preservation Trust. She was a founder member of the Guild of Public Relations (now the Worshipful Company of Communicators). A graduate of the University of Bristol, she volunteers with the National Trust and has a strong interest in history, literature and heritage.

Renter Warden: Mallory Factor
Professor Mallory Factor KCNG joined the Company in 2020, the same year that he was gowned with the Livery. He became a Court Assistant in 2022 and chaired the Membership Committee from 2021 to 2023.

Mallory is the founder and Executive Chairman, President and CEO of IntraBio Inc, a global biopharmaceutical company based in Austin, Texas, focused on developing and commercialising therapies for neurodegenerative diseases. He is Visiting Senior Fellow in Entrepreneurship at the University of Oxford’s Department of Pharmacology and an underwriting member of Lloyd's of London. He has written widely on economics and public policy, and together with his wife Elizabeth is the author of New York Times’ bestselling books Shadowbosses (2012) and Big Tent (2014). Mallory has been a senior advisor to the House of Lords. He is also a theatre producer with many West End and Broadway Tony Award-winning successes in his portfolio.

Third Warden: Terry Fenner-Leitao
Terry joined the Company in 2012, was gowned with the Livery in 2013 and became a Court Assistant in 2017. He serves on the GPC and on the Finance Sub-Committee.

Terry is a senior risk and controls professional with over 25 years’ international experience in COO and Chief Control roles at Partner and Managing Director level. He has held senior positions at major financial institutions including Citigroup, Credit Suisse, HSBC and Barclays across the UK, US, Latin America and EMEA. He is Head of Controls for Citi’s UK legal entities, leading the management and reporting of risk profiles and supporting effective governance and oversight. Terry has a strong interest in professional standards, education and charitable activity.

Fourth Warden: Stephan von Shilling
Stephan was born in New York to a German family and came to London as a baby. He has worked across various sectors, latterly in healthcare with a particular focus on behaviour change and physical activity. His passions include cigars, whisky and road cycling but not always at the same time. He joined the Company in 2016 and was gowned with the Livery in 2018. He joined the Court in 2020 and serves as Chair of the Membership Committee.
